It's simple. If you wait for the downstairs toilet to back up then call to have it pumped, you are asking for a new septic system. When your septic system backs up so badly that it stops the normal operation of a lower toilet or drain, either you have waited too long for service to it, you have been having a ongoing problem and thinking that it will fix itself will happen ( That does not happen) or use your onsite septic system beyond what it was designed for, YOU are abusing it.
